COMMUNICATION FROM THE HOUSE.

On 11th January 2023 the County Assembly received a letter dated 9th January 2023 from United Democratic Alliance, communication new house leadership. Since there were 2 pending matters in court relating to house leadership (Leader of Majority and the Majority Whip) I sought legal advice on next cause of action from the legal representative who is handling the said matters where the County Assembly and Speaker are of the respondents.Click to download the main document

REPORT ON THE AMENDMENTS TO THE KERICHO COUNTY HEALTH SERVICES BILL, 2021.

All matters relating to county health services, including, in particular county health facilities and pharmacies, ambulance services, promotion of primary health care, licensing and control of undertakings that sell food to the public, cemeteries, funeral parlours and crematoria. Click to download the main document


REPORT ON THE COUNTY DEBT MANAGEMENT STRATEGY PAPER 2021.

On 26th February 2021, the office of the Clerk received a Debt Management strategy paper for 2021 in line with Section 123 (1) of the PFMA 2012 which stipulates that the County Treasury shall submit to County Assembly a statement setting a debt management strategy of the County Government.  Click to download the main document


REPORT ON KERICHO COUNTY FISCAL STRATEGY PAPER 2021.

Pursuant to Standing Order 220 (1), the County Fiscal Strategy Paper 2021,was submitted to the County Assembly in accordance with section 117 of the Public Finance Management Act of 2012 on 26th February 2021 and was deemed committed to each sectoral committee and subsequently the committee of Budget and Appropriation was to consider the same on th March 2021 after getting views from the sectoral committees. Click to download the main document


Report on the Kericho County Organizational structure and staff establishment, 2018

The Governance Labour and Social welfare is stipulated in the Kericho County Assembly Standing Order 194; concerns all matters relating to labour, trade unions, manpower or human resource planning, gender, culture and social welfare, county heritage, betting, lotteries, sports and County public Service and ensuring and coordinating the participation of communities and location to develop the administrative capacity for the effective exercise of the function and powers and participation in governance at local level. Report of the adhoc committee established to investigate into the challenges faced by smallholder tea farmers case of Toror Satelite and Tegat tea factories.
Pursuant to Article 185,195 and 196 of the constitution and Section 9 of the County Government Act and the Kericho County Assembly Standing Orders an Adhoc Committee was formed on the 6th of March 2018 to look into the challenges faced by smallholder tea farmers of Toror tea factory.
The mandate of the Adhoc Committee included investigating the relationship between Tegat and Toror tea factories, the bonus variances paid by KTDA in various KTDA regions and that it reports back to the house within 14 days. Click to download Report


REPORT ON THE STATEMENT SOUGHT BY HONOURABLE PAUL CHIRCHIR (Submitted pursuant to Standing Order 194) - Committee on Lands Housing Settlement and Physical Planning-March 2018
On 6th December 2018, honorable Paul Chirchir sought a statement concerning the state of ownership of the parcels of land where Kericho Water and Sanitation water tanks are located. The same was committed to the committee on Land, Housing and Physical planning for deliberation and reporting back to the floor of this honorable house. Download Report


Report on the Kericho County Co-operative Societies Rules 2017 (Submitted pursuant to standing order 193) - Delegated County Legislation Committee -April 2018.
On 4th September 2017 the County Executive Committee member in charge of Trade Industrialization, Co-operative management, Tourism and wildlife forwarded rules on Co-operative societies to the county Assembly. The said rules were thereafter committed to the Committee on Delegated Legislation on 11th October,2017. On 15th -18th March 2018 the committee to deliberate on the said Rules. Download Report


Report on the Kericho County Trade Licensing Rules 2017 (Submitted pursuant to standing order 193) - Delegated County Legislation Committee -April 2018.
